Head of Iranian Parliamentary Delegation Addresses 2026 BRICS Parliamentary Forum in New Delhi

Naderi: No Country Should Consider Itself Above the Law

The head of the parliamentary delegation of the Islamic Republic of Iran, addressing the 12th BRICS Parliamentary Forum, stressed the need to reform international structures and strengthen multilateral cooperation. He emphasised that the global order must be based on the rule of law, respect for the independence of countries, and the supremacy of the collective will of nations over force and unilateral imposition, asserting that no country should consider itself above the law.
Ahmad Naderi, Head of the Parliamentary Delegation of the Islamic Republic of Iran to the 12th BRICS Parliamentary Forum, delivered his speech on Monday, 26 October, in New Delhi, the capital of India, under the theme “Resilience: The Vital Role of Parliaments in Strengthening Institutional Resilience for a Better Future.” Addressing the heads of parliamentary delegations and representatives of the legislatures of BRICS member countries attending the forum, he said: “I sincerely thank the Parliament, Government and people of the Republic of India, particularly Mr. Om Birla, Speaker of the Lok Sabha, for their gracious hosting of this forum. The Islamic Republic of Iran attaches great importance to its historical and civilisational ties with India.”
Referring to the importance of resilience, Naderi stated that wars, unilateral sanctions, economic pressures and threats to critical infrastructure have demonstrated that resilience is not merely a management concept, but an integral part of national sovereignty and the political independence of countries.
The head of the Iranian parliamentary delegation to the 12th BRICS Parliamentary Forum added that the Islamic Republic of Iran had experienced this reality firsthand. He stated that the military attack by the United States and the Zionist regime against Iran constituted a serious violation of regional and international peace and security and was contrary to the fundamental principles of the United Nations Charter concerning the prohibition of the use of force and respect for the sovereignty and territorial integrity of states.
He further stated: “In these attacks, children at the school in Minab, young people at the Lamerd sports hall, and families attending a wedding celebration in Koohestak became victims. Medical facilities were damaged, and many families faced the devastating consequences of war. However, the message of the Iranian people is clear: We will not forget the suffering of the victims, nor will we allow these realities to be erased from the world's political calculations.”
